Commissioner of Public Safety shall establish a working group to study the state's need for a Silver Alert system to aid in recovery of missing senior citizens with dementia, traumatic brain injury, Alzheimer's disease, or other mental disabilities.

Working group shall consist of 11 members including public safety officials, transportation, cultural and ethnic communities representatives, and representatives from Tubman, police and sheriffs associations, broadcasters association, Alzheimer's Association, and Minnesota Brain Injury Alliance.

Working group shall assess current notification systems including Amber Alert and examine alert systems from other states to determine successful methods for locating missing vulnerable seniors.

By January 15, 2016, working group must submit a report with specific recommendations, cost estimates and funding sources, and draft legislation to implement the recommendations.

Working group expires the day after submitting the report or February 15, 2016, whichever is earlier.
