Amends Minnesota Statutes 2014, section 626.8452, subdivision 2 to require law enforcement agencies to provide instruction on crisis de-escalation techniques to all newly appointed peace officers before they are issued or authorized to carry a firearm.

De-escalation training must be based on the agency's written use of force policy and instructional materials required by the Peace Officers Training and Standards Board.

Appropriates unspecified funding from the general fund in fiscal year 2016 to the Commissioner of Public Safety for statewide de-escalation training programs.

Requires the Commissioner to select training providers who demonstrate understanding of policing in culturally and racially diverse communities and to ensure training opportunities are reasonably distributed statewide.

Authorizes the Commissioner to consult with the Peace Officers Training and Standards Board director and other governmental or nongovernmental authorities, including postsecondary institutions, when selecting service providers.
