Amends Minnesota Statutes to authorize notaries public to solemnize civil marriages throughout the state.

Notaries must be at least 21 years old and be commissioned as either resident or nonresident notaries under chapter 359.

Notaries must file their current notary commission with the county recorder and obtain a county notary certificate prior to performing civil marriages.

The county where the notary commission is filed must be endorsed on the civil marriage certificate.

Notaries performing civil marriages must uphold the standards of conduct specified in section 359.085.
