State auditor shall establish a department within the Office of the State Auditor to increase enforcement and oversight of the Department of Human Rights, including audit and review procedures for state agencies and contractors regarding human rights compliance.

State auditor must review and approve all state contract procurement services for compliance with human rights law, establish equal opportunity benchmarks in contracting and subcontracting, and conduct affirmative action and human rights impact analysis on executive orders.

State auditor shall report findings to legislative committees with human rights jurisdiction by January 15, 2016, and annually thereafter, with reports issued to the governor and public through the state auditor's website.

Commissioner of human rights shall establish regional offices in Rochester, St. Cloud, and Duluth to provide expanded access to human rights services.

Unspecified amounts from general fund are appropriated to the state auditor for fiscal years 2016 and 2017 to carry out compliance oversight duties, added to the Office of the State Auditor's base funding.
