Creates a "student achievement backpack" - an electronic learner profile for kindergarten through grade 12 students that follows them across schools and is accessible to parents/guardians and authorized school personnel with parental permission.

Establishes a Minnesota Student Record Center, a cloud-based repository comanaged by the Department of Education, using existing longitudinal education data to store and provide access to student achievement backpacks.

By June 30, 2016, requires access to student demographics, course grades, course history, and state assessment results; by June 30, 2017, adds attendance records, teacher qualifications, adaptive assessment results, academic standards mastery data, career/college readiness assessments, reading proficiency data, and lunch program eligibility.

Requires the commissioner of education to implement security measures ensuring student data remains confidential and that authorized users only access data relevant to their school, and to develop policies allowing parents to securely view, download, and transmit their child's educational records.

By June 30, 2018, requires the commissioner to integrate data from the Minnesota Student Record Center into each local education agency's student information system in an easily accessible format designed for readability by parents without a high school degree.
