Requires postsecondary institutions to adopt and implement National Alliance of Concurrent Enrollment Partnerships (NACEP) program standards by the 2020-2021 school year.

Expands eligibility for 9th and 10th grade students to enroll in concurrent enrollment courses if additional students are needed after all 11th and 12th grade students have applied.

Mandates postsecondary institutions offering concurrent enrollment to establish advisory boards with 16 members representing faculty, administrators, teachers, counselors, parents, and local organizations.

Requires postsecondary institutions to conduct annual surveys of concurrent enrollment participants one year after high school graduation, collecting data on education plans, college enrollment, credit acceptance, and program satisfaction.

Appropriates $22.65 million for concurrent enrollment programs across fiscal years 2016-2017, including funding for program development, teacher training, start-up grants, and dual-credit information dissemination.
