Adopts the permanent rules from the 88th session as temporary rules for the 89th session, effective until permanent rules are adopted by majority vote of the Senate.

Prohibits bills from being introduced on the first day of the session.

Reduces bill introduction requirements from two copies to one copy.

Restricts Senate floor and gallery credentials for news coverage to individuals and organizations not owned, controlled by, or affiliated with registered lobbyists, political caucuses, political parties, or party organizations, and excludes individuals compensated by such organizations in the preceding 24 months.

Establishes credential application process requiring demonstrated regular legislative news coverage with evidence of written, video, or audio content from the past year, with 14-day review deadline and appeal procedures through the Rules and Administration Committee.
