Honors Carol Plocher as the 2016 Delano Citizen of the Year, as named by the General Federated Women's Club of Delano.

Recognizes Plocher's 23-year career at the Delano Public Library, where she advanced from library assistant to branch manager and oversaw the library's expansion and relocation to larger quarters.

Acknowledges her extensive volunteer efforts to promote library services to youth, including visits to local schools, Head Start, and ECFE programs, leading teachers to schedule regular field trips to the library.

Notes her additional community contributions including ten years teaching Christian Education at Maple Plain Community Church, participation in FRED nights at Delano Elementary School, and involvement in the Dream Team committee and Delano Business Expo.

Directs the Secretary of the Senate to prepare and transmit an enrolled copy of the resolution to Carol Plocher.
