Allows the Minnesota Racing Commission to continue operations using receipts from the racing and card playing regulation account if a biennial appropriation is not enacted, up to the amount authorized in the most recent biennial appropriation.

Creates an automatic appropriation from the general fund to the Commissioner of Management and Budget for central accounting, procurement, payroll, and human resources functions supporting the Racing Commission if not appropriated by July 1 of odd-numbered years.

Expands the racing reimbursement account to include fees for regulatory services and specifies that receipts are appropriated to the commission for all costs necessary to fulfill its regulatory oversight duties under chapter 240 and commission rule.

Requires the commission to continue operations as required by chapter 240 and commission rule if major state appropriation bills are not enacted by the beginning of a fiscal biennium.

Applies automatic funding provisions to card club licensing, requiring licensees to reimburse the commission's actual costs including personnel costs for regulation.
