Modifies the Agricultural Utilization Research Institute's board composition to include chairs of senate and house agriculture finance committees (or designees), two farm organization representatives, two agribusiness representatives, three commodity promotion council representatives, and two at-large representatives.

Removes the institute's duty to provide research grants to educational institutions and organizations for basic and applied research on emerging agricultural industries.

Establishes a Renewable Energy Roundtable consisting of representatives from the Minnesota Department of Agriculture, Department of Commerce, Minnesota State Colleges and Universities, and University of Minnesota to identify bioenergy opportunities through 2025.

Changes staff hiring provision from "hire staff" to "hire an executive director" for the institute.

Increases the threshold for board approval of receipts and expenditures from $25,000 to $50,000, and requires annual financial audits to be filed with the Office of the Attorney General, Charities Division rather than the secretary of state.
