Amends Minnesota Statutes 2016, section 120B.15 to modify gifted and talented student program requirements for school districts.

Changes guidelines requirement from "should" to "must" include the use of multiple and objective criteria, and valid, reliable, fair assessments based on current theory and research.

Requires assessment and identification procedures capable of identifying gifts and talents in individual academic domains and sensitive to underrepresented groups including low-income students, minority students, twice-exceptional students, students with disabilities or 504 plans, and English learners.

Mandates school districts adopt procedures for academic acceleration of gifted and talented students that assess readiness and motivation, and match curriculum level, complexity, and pace to each student.

Requires school districts adopt procedures for early admission to kindergarten or first grade of gifted and talented learners that are sensitive to underrepresented groups.
