Amends Minnesota Statutes 2016, section 124D.03, subdivision 5a to modify school district open enrollment lottery priorities when applications exceed available seats.

Establishes four priority categories for enrollment: siblings of currently enrolled students, students with approved integration and achievement plans, children of school district staff, and students in municipalities where their resident district operates no school buildings but the nonresident district seeking the student does.

Requires school districts to establish the lottery process in school district policy, obtain school board approval, and post the process on the district's website.

Takes effect for lotteries conducted beginning July 1, 2017.
