Commissioner of Revenue shall annually estimate increased state tax revenue from legalization of Sunday off-sale liquor sales by July 15 for the preceding 12-month period ending May 31

State tax revenues include taxes collected under section 295.75 and chapters 297A, excluding additional sales tax under section 297A.62, subdivision 1a, and 297G

Estimated revenue amount is annually appropriated from the general fund to the Commissioner of Human Services to fund chemical dependency treatment programs under chapter 254B

Commissioner may require tax remitters to file additional information necessary to make the revenue determination

Effective the day following final enactment, with first determination due by July 15, 2018
