Appropriates $12,100,000 from the bond proceeds fund to the Metropolitan Council for construction of capital improvements along the I-35W corridor for the Metro Orange Bus Rapid Transit (BRT) line.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $12,100,000 to provide the appropriated funds.

Permits the Metropolitan Council to distribute funds as grants to political subdivisions for capital expenditures related to the project.

Takes effect the day following final enactment.
