Appropriates $6,000,000 for designing, constructing, furnishing, and equipping a veterans home in Montevideo.

Appropriates $10,000,000 for designing, constructing, furnishing, and equipping a new veterans home in Bemidji providing skilled nursing care and continuum of care services.

Requires nonstate funding commitments sufficient to complete the projects before state appropriations become available.

Authorizes the commissioner of administration to accept land or monetary contributions from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources for matching federal funding.

Authorizes issuance of up to $16,000,000 in state bonds to provide the appropriated funds, with operations at both homes not to begin prior to July 1, 2018.
