Establishes a shrimp production incentive program with payments of 69 cents per pound of shrimp produced for five years after production begins.

Eligible facilities must be located in Minnesota, acquire at least 80 percent of feed from Minnesota, begin production between July 1, 2019 and June 30, 2025, and produce at least 25,000 pounds of shrimp per quarter.

Quarterly payments to individual producers capped at $1,378,000 (2,000,000 pounds × $0.69), with total quarterly payments to all producers not exceeding $1,250,000; payments distributed on pro rata basis if demand exceeds available funding.

Requires eligible producers to file quarterly claims by October 31, January 31, April 30, and July 31, with shrimp production amounts verified by certified public accountants.

Appropriates up to $5,000,000 annually from the general fund and requires the commissioner of agriculture to report annually to legislative committees on production and incentive expenditures.
