Requires the Commissioner of Transportation to develop and implement a performance, stewardship, and sustainability plan for the trunk highway system to improve infrastructure condition and enhance transportation system effectiveness.

Plan must include inventory of assets (buildings, equipment, bridges, pavement, pedestrian, bicycle, and transit assets), performance measures developed with public input, and annual performance targets for each department district complying with state transportation goals and federal regulations under 23 CFR Part 490.

Plan must contain life cycle and health impact assessments for district projects, a ten-year annual investment plan for each district, and a financial sustainability plan recommending specific trunk highway segments for removal and local road segments for addition to the system.

Commissioner must submit the plan annually by December 15 to legislative committees with transportation jurisdiction; plan must be signed by a licensed Minnesota professional engineer and cannot be implemented until submitted to the legislature for consideration.

Effective July 1, 2017, with the initial plan due December 15, 2018.
