Appropriates $15,200,000 from the trunk highway bond proceeds account to the commissioner of transportation for a grant to Anoka County for an I-35W and Lake Drive interchange project.

Funds design, land acquisition, engineering, and construction of an interchange at the intersection of Interstate Highway 35W, Trunk Highway 97, and County State-Aid Highway 23.

Funds design, land acquisition, engineering, and construction of supporting roads including Lake Drive (County State-Aid Highway 23), West Freeway Drive (County State-Aid Highway 54), and Hornsby Street in Columbus.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,200,000 according to Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution.

Bond proceeds, except accrued interest and premiums, must be deposited in the trunk highway fund bond proceeds account; effective the day following final enactment.
