Appropriates $25,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to Hennepin County for the Interstate 35W and Lake Street access project.

Covers design, right-of-way acquisition, engineering, and construction of public improvements for the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 to fund the appropriation.

Bond issuance follows procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
