Minnesota State Colleges and Universities system must develop a two-year nonconventional continuing education pathway program to qualify candidates to teach secondary school career and technical education courses.

Program curriculum must meet core content-specific standards aligned to Minnesota Rules parts 8710.2000 and 8710.8000, with flexible personal learning plans based on candidate location, skills, and work experience.

Eligible candidates must hold an associate degree in a career and technical education field, possess an industry-recognized professional credential in the field, or have five years and 5,000 hours of verifiable work experience in a related field.

Chancellor of Minnesota State Colleges and Universities must submit annual reports by January 15 beginning in 2019, including fields of study offered, enrollment numbers, degrees granted, and placement data.

General fund appropriation provided to Board of Trustees of Minnesota State Colleges and Universities system for fiscal years 2018 and 2019 (amounts not specified in bill).
