Establishes "Start Seeing Motorcycles" special license plates available to owners of passenger automobiles, pickup trucks, motorcycles, and recreational motor vehicles for a $10 fee per set of plates.

Requires plate applicants to contribute a minimum of $10 annually to a newly created motorcycle safety fund and pay standard registration taxes and fees.

Allows special plates to be transferred to another qualifying vehicle registered to the same owner for a $5 transfer fee.

Modifies the two-wheeled vehicle endorsement fee by removing the provision that redirects 10 percent of fee receipts exceeding $750,000 annually to the general fund, keeping all additional fees in the motorcycle safety fund.

Effective January 1, 2018, for special plates issued on or after that date.
