Commissioner of Transportation must develop, adopt, and implement best practices for project evaluation and selection by January 1, 2018, after consulting with Federal Highway Administration, metropolitan planning organizations, regional development commissions, local governments, and transportation stakeholders.

Best practices must describe each selection process, identify ranking criteria and weights, apply all relevant Minnesota and federal law criteria, and identify selected and rejected projects for public stakeholders.

Area transportation partnerships and local authorities must be involved in scoring and ranking candidate projects under the best practices.

Commissioner must publicize best practices, scoring, ranking, and decision outcomes on the department's website and through other effective means, including information on all projects considered.

Commissioner must report to legislative committees having jurisdiction over transportation by March 1, 2018, detailing adopted best practices and how they improve consistency, objectivity, and transparency, including public and stakeholder input.
