Establishes a concise, expedited appeal process for property owners or occupants abutting a trunk highway to challenge denial or revocation of an access permit.

Requires appeals to be initiated within 30 days of written notice of denial or revocation.

Designates an administrative law judge assigned by the chief administrative law judge to conduct the hearing and maintain a transcript and record of all submitted documents and data.

Requires the administrative law judge to transmit the hearing record, along with a report and recommendation, to the commissioner within 30 days of the hearing's conclusion.

Exempts the appeal process from Minnesota's standard Administrative Procedure Act requirements under chapters 14 and 14.386 and section 15.99.
