Expands the definition of "nonpublic school" to include charter schools and small home schools (5 or fewer students), making them eligible for shared time enrollment in district classes on the same basis as district residents starting in 2017-2018 school year.

Requires school boards to charge the same admission fees for extracurricular activities to all students regardless of whether they attend public, charter, or nonpublic schools.

Permits resident pupils from nonpublic or charter schools with fewer than 250 students in kindergarten through grade 12 to participate in school district extracurricular activities at no additional cost to the student or their school.

Requires athletic leagues to adopt rules governing participation of nonpublic, charter, and home school students in league-sponsored extracurricular activities consistent with the bill's provisions.

Effective date for most provisions is the 2017-2018 school year, except for league rule amendments which take effect the day following final enactment.
