Appropriates $2,125,000 in fiscal year 2018 and $2,125,000 in fiscal year 2019 from the arts and cultural heritage fund to the commissioner of education for grants to 12 Minnesota regional library systems.

Funds must support educational opportunities in arts, history, literary arts, and cultural heritage of Minnesota through programs or grants to local arts and cultural heritage programs in partnership with regional libraries.

Allocation follows Minnesota Statutes section 134.355 formulas for 75 percent of funds, with remaining 25 percent distributed proportionately based on the number of qualifying system entities (public libraries, regional library systems, headquarters, counties, or outreach service programs) in each system.

Requires distribution in ten equal monthly payments per year.

Grants and contracts encumbered by June 30, 2019 remain available for obligation until June 30, 2021.
