Commissioner must use fully adaptive mathematics and reading assessments for grades 3 through 8 that include on-grade, above-grade, and below-grade level test items.

Individual student performance data and achievement reports must be available to school districts and teachers within three school days of assessment completion, except when new performance standards are implemented.

Diagnostic information about student academic strengths and weaknesses must be available to teachers and administrators within two weeks of assessment, organized by subject strands and aligned to state academic standards.

Commissioner must develop computer-adaptive reading and mathematics assessments for grades 3-8, state high school reading and mathematics tests, high school writing tests, and science assessments, but must not develop statewide assessments in social studies, health and physical education, or the arts.

Growth information must be available for each student from their first assessment onward using a constant measurement scale, and assessment results must include growth indicators and determine whether students meet state academic standards.
