Authorizes the commissioner of transportation to issue annual permits for six-axle or combination vehicles to haul construction materials at gross weights up to 90,000 pounds, or 99,000 pounds during a seasonal period set by the commissioner.

Authorizes the commissioner to issue annual permits for seven-axle or combination vehicles to haul construction materials at gross weights up to 97,000 pounds, or 99,000 pounds during a seasonal period set by the commissioner.

Establishes permit fees of $300 for six-axle vehicles and $500 for seven-axle vehicles, with proportional amounts available for partial-year permits.

Permits are valid on all highways regardless of jurisdiction except interstate highways, and vehicles must comply with specific safety requirements and restrictions.

Revenue from permits must be deposited in the town bridge account and used to inspect and post weight limits for town bridges.
