Governor shall require all state executive departments, institutions, and agencies to prepare budgets using zero-based budgeting for each biennium, with technical assistance provided by the commissioner of management and budget.

Zero-based budgeting means treating the prior biennium's budget as zero and requiring justification of each proposed expenditure as if it were new.

Each agency must provide detailed information including activity descriptions with legal justifications, quantitative estimates of adverse impacts if discontinued, program outcome metrics, itemized expenditures for minimum and current service levels, and rankings of activities by contribution to agency goals.

Legislature, judicial branch, and public employees' retirement system must submit budgets in the same zero-based format with revenue projections based on Minnesota Management and Budget estimates.

Effective July 1, 2017, with implementation required beginning in fiscal year 2020.
