Amends Minnesota Statutes to include brain injury acquired by fetal alcohol exposure in the definition of traumatic brain injury for eligibility in administrative case management and consultation programs.

Directs the Commissioner of Human Services to seek an amendment to the brain injury waiver to include individuals with fetal alcohol spectrum disorder diagnosis who are not being served under the developmental disability waiver.

Appropriates $500,000 in fiscal year 2018 and $500,000 in fiscal year 2019 to the Minnesota Organization on Fetal Alcohol Syndrome (MOFAS) for grants to eligible regional collaboratives.

Requires eligible regional collaboratives (partnerships of local government, community-based organizations, and family home visiting programs) to provide intensive services to pregnant women with substance use disorders and identify women suspected of using alcohol or drugs.

Mandates annual reporting to the Commissioner by January 15 with measurable outcomes including the number of pregnant women served and the number of toxic-free babies born.
