Modifies Minnesota Statutes section 144A.611 to clarify that nursing homes and certified boarding care homes can reimburse fiscal agents, in addition to nursing assistants and adult training programs, for nursing assistant training and competency evaluation costs.

Updates the reimbursement reference from section 256B.431, subdivision 36 to section 256R.37 for nursing home reimbursable expenses.

Requires nursing homes or boarding care homes to directly reimburse entities that paid for training and testing costs with state or federal funding if the nursing assistant did not reimburse that entity.

Limits reimbursement for adult basic education components to no more than 30 percent of total nursing assistant training and testing costs, including tuition, textbooks, and competency evaluation fees.

Prohibits adult basic education training programs from billing for costs under the adult basic education component subdivision until the program student has been employed as a certified nursing assistant for at least 90 days.
