Commissioner of Management and Budget coordinates development of disparity impact notes for proposed legislation upon request by standing committee chairs or ranking minority members if enactment could significantly affect disparities, with completion within ten days and public availability.

Defines "disparities" as differences in economic, employment, health, education, or public safety outcomes between state population and subgroups defined by race, gender, and geography.

State agencies must certify to the Commissioner of Human Rights before implementing new programs and biannually (by June 30 and December 15) that actions taken ensure new or existing programs will decrease or not increase relevant disparities.

Commissioner of Human Rights evaluates agency actions, recommends additional disparity-reduction actions, and reports annually by February 15 to legislative committees on government operations regarding all certified agency actions and recommendations.

Each budget change item requesting new or increased funding must include a succinct analysis of whether the funding is likely to increase or decrease disparities.
