Appropriates $11,500,000 from the state transportation fund's bond proceeds account to the commissioner of transportation for engineering, design, and right-of-way acquisition for an underpass project on Anoka County State-Aid Highway 56 (Ramsey Boulevard) in Ramsey.

Authorizes construction of an underpass on Ramsey Boulevard under the Burlington Northern Santa Fe railroad to separate the highway-rail grade crossing.

Authorizes the commissioner of management and budget to sell and issue up to $11,500,000 in state bonds to fund the appropriation, governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Requires bond proceeds (excluding accrued interest and premiums) to be credited to the bond proceeds account in the state transportation fund.
