Adds mandated reporter identity protection to law enforcement data privacy rules, allowing agencies to withhold public access to identities of mandated reporters under specified statutes.

Authorizes commissioner to order companies to pay for reasonable documented investigation costs related to insurance fraud, in addition to existing restitution and penalty authority.

Establishes tiered administrative penalties for insurance fraud ranging from $1,000 to $20,000 based on amount of wrongfully obtained funds or property value.

Removes requirement for insurance companies to notify commissioner of penalties imposed by other states for insurance law violations.

Designates "peace officer of the Commerce Fraud Bureau" as a defined peace officer category and expands definition of "automobile theft" to include automobile-related theft.
