Report must discuss feasibility and costs of toll road expansion, including private investment possibilities, and analyze experience of other states with tolling.

Report must identify specific corridors for toll implementation, project revenue generation ranges, and estimate percentage of revenues from nonresidents.

Report must recommend statutory or rule changes needed to facilitate wider tolling implementation and suggest ways to reduce costs to Minnesota residents through tax deductions, credits, or discounts.
