Appropriates $1,500,000 in fiscal year 2018 and $1,500,000 in fiscal year 2019 from the general fund to the commissioner of agriculture for grants to Second Harvest Heartland.

Grants fund the purchase of milk from Minnesota milk processors based on low-cost bids for distribution to Minnesota's food shelves and eligible charitable organizations through six Second Harvest food banks.

Milk allocation to each food bank follows the United States Department of Agriculture commodities distribution formula under the Emergency Food Assistance Program.

Second Harvest Heartland must submit quarterly reports to the commissioner detailing fund expenditures, milk purchased, and recipient organizations.

Each food bank receiving grant money may use up to two percent of the grant for administrative expenses and may enter into contracts with other food banks for shared funding or reimbursement.
