Establishes a 15-member School Finance Task Force to recommend changes to Minnesota's school finance formulas to make them more equitable and efficient, with members appointed by July 1, 2017 (5 by governor, 5 by House Education Finance Committee, 5 by Senate Education Committee).

Task force must publicly adopt goals for Minnesota's funding system, identify specific formula changes, and examine funding for at least regular instruction, special education, and facilities.

Requires task force to submit recommendations by January 1, 2018, and again by January 1, 2020, to the commissioner of education for consideration in the governor's education budget recommendations.

Requires the commissioner of education to report within two weeks after the governor's proposed education budget is released, identifying which portions further the task force goals and which do not.

Task force sunsets the day after submitting its final report, and an unspecified amount from the general fund is appropriated in fiscal year 2018 to the commissioner of education for task force operations.
