Appropriates funds from the trunk highway fund in fiscal year 2017 to the commissioner of transportation for a congestion and safety improvement study on marked Trunk Highway 65 from north of Anoka County Highway 10 to Bunker Lake Boulevard in Blaine and Ham Lake.

Study must analyze current and projected traffic congestion, impacts to freight transportation, and evaluate options with cost estimates to reduce congestion in the corridor.

Study must also evaluate options and identify cost estimates for congestion reduction and safety improvements at Anoka County State-Aid Highway 12 (109th Avenue).

Commissioner must submit the completed study to chairs and ranking minority members of the legislative committees with jurisdiction over transportation policy and finance.

Unused appropriation funds may be used for design, environmental analysis, property acquisition, and construction on projects resulting from the study, with a five-year availability period.
