Allows deputy registrars to store vehicle registration records in secure electronic format instead of paper, provided 60 days have elapsed since the transaction and the system meets FBI Criminal Justice Information Services Division Policy 5.4 security standards.

Allows driver's license agents to store application records in secure electronic format under the same conditions as deputy registrars, with compliance to FBI security standards and commissioner-established standards.

Requires deputy registrars and driver's license agents to maintain a complete data audit trail of all queries, responses, data entries, updates, access, and data sharing in the electronic system.

Makes deputy registrars and driver's license agents responsible for all costs associated with converting to electronic records and maintaining the electronic storage system, including destruction of paper records.

Directs the commissioner of public safety to establish electronic storage standards by August 1, 2017, specifying minimum security requirements and procedures for destroying paper-based records consistent with state record retention law.
