Increases the maximum annual grant to eligible individuals from the Minnesota "Support Our Troops" account from $2,000 to $4,000 per calendar year.

Defines eligible individuals as members of the Minnesota National Guard, reserve units, and any Minnesota resident performing active military service, plus honorably discharged veterans with current financial needs and their immediate family members.

Allows funds to be distributed through direct grants to eligible individuals, grants to eligible foundations, veterans' services, or grants to family readiness groups chartered by the adjutant general.

Requires eligible foundations to be tax-exempt 501(c)(3) organizations with articles of incorporation specifying financial assistance to National Guard and armed forces reserves and their families as a purpose.

Clarifies that eligible foundations must agree in writing to distribute grant money to eligible individuals according to adjutant general policies and rules.
