Prohibits postsecondary institutions from enrolling secondary pupils in remedial, developmental, or non-college-level courses under postsecondary enrollment options, except for graduation incentives program students in middle or early college programs designed to earn dual high school and college credit.

Students who successfully complete remedial courses taken under this section cannot be required to retake those courses if they enroll in a postsecondary institution after leaving secondary school.

Postsecondary institutions must award postsecondary credit for any remedial courses successfully completed for secondary credit, and students may not be charged for credit awards.

Removes the temporary exception (2014-2015 through 2019-2020 school years) allowing postsecondary institutions to recruit secondary pupils in larger school districts on financial grounds, restricting recruitment to educational and programmatic grounds only.

Establishes that secondary pupils enrolled in postsecondary courses cannot be displaced by other students once enrolled.
