Authorizes deputy registrars to issue duplicate motor vehicle certificates of title, in addition to the department's existing authority.

Allows owners or legal representatives to submit applications for duplicates to either the department or a deputy registrar when a certificate is lost, stolen, mutilated, destroyed, or becomes illegible.

Requires duplicate certificates to be plainly marked as duplicates and mailed or delivered to the owner.

Mandates that the driver and vehicle information system records indicate when a duplicate certificate has been issued.

Allows the department to require a bond from applicants as a condition for issuance, and requires duplicate certificates to contain a legend stating the certificate may be subject to rights of a person under the original certificate.
