Appropriates $18,000,000 from trunk highway bond proceeds for modifications to the Trunk Highway 610 interchange project, including an access ramp from TH 610 westbound to Interstate 94 eastbound, roadwork on I-94, and drainage pond construction.

Authorizes the commissioner of management and budget to sell and issue up to $18,000,000 in state bonds to fund the modifications, with proceeds deposited in the trunk highway fund.

Appropriates an additional $27,000,000 from bond proceeds to the commissioner of transportation for constructing the full interchange project, including a new county road spur, bridges over I-94, and multiple access ramps connecting TH 610, I-94, and Hennepin County State-Aid Highway 30.

Authorizes the sale and issuance of up to $27,000,000 in additional state bonds to fund the full interchange construction, with the commissioner authorized to provide grants to the city of Maple Grove for project work.

Both sections are effective the day following final enactment.
