School boards must publish official proceedings either in the district's official newspaper or on the district's official website, with online publications retained for at least one year, within 30 days of the meeting.

Boards may publish only a summary of proceedings if they determine it adequately informs the public, conforming to section 331A.01, subdivision 10 requirements.

School district referendum notices must be mailed by first class mail to taxpayers 15 to 30 days before the referendum and must project anticipated tax increases in annual dollars for residential homesteads, agricultural homesteads, apartments, and commercial-industrial property.

For existing levy renewals, referendum notices may state "Passage of this referendum extends an existing operating referendum at the same amount per pupil as in the previous year" instead of stating a tax increase.

Repeals Minnesota Statutes 2016, section 123B.09, subdivision 11, which previously allowed districts without sufficient newspaper coverage to mail proceedings summaries instead of publishing them.
