Amends Minnesota Statutes 2016, sections 471.6161, subdivision 8; and 471.617, subdivision 2, regarding school district group health insurance coverage requirements.

Reduces maximum length of school district health insurance contracts from two years to four years, unless the exclusive representative of the largest employment group and the school district agree otherwise.

Requires school districts to request proposals for group health insurance from a minimum of three potential sources at least 150 days prior to contract expiration, with sealed proposal opening at least 90 days before plan renewal and final proposals due 75 days before renewal.

Provides exemptions for self-insured school districts, allowing them to request proposals for third-party administrator services and exempting certain districts from requiring proposals from administrators governed by chapter 43A.

Clarifies that school district members of self-insurance pools established by service cooperatives are not considered self-insured for purposes of subdivision 8, paragraph (f), effective the day following final enactment.
