Appropriates $42,300,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Moorhead for grade separated rail crossings projects.

Funds phase 1 construction and completion of the grade separated rail crossings project near 21st Street South in Moorhead.

Funds preliminary engineering and environmental assessment for phase 2 of the grade separated rail crossing project near 11th Street South in Moorhead.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $42,300,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Does not require a nonstate contribution for the appropriation; becomes effective the day following final enactment.
