Establishes a quality rating and improvement system (QRIS) framework to ensure Minnesota children have access to high-quality early learning and care programs and are ready for kindergarten by 2020.

Creates a voluntary standards-based rating system based on the Minnesota quality rating system rating tool with common child outcome and program standards informed by evaluation results.

Requires the state to develop a plan linking future early learning and care state funding to the QRIS framework in compliance with federal requirements.

Mandates tracking of progress toward statewide access to high-quality programs, low-income children's access to quality programs, and kindergarten readiness.

Requires early learning and care programs with accreditation qualifying for a provider rate differential to automatically receive the highest quality rating available in the QRIS.
