Appropriates $12,500,000 from the trunk highway fund to the commissioner of transportation for Hennepin County trunk highway projects.

Funds may be used for preliminary and final design, engineering, environmental analysis, right-of-way acquisition, construction, and reconstruction activities.

Projects must improve intersections or enhance safety on trunk highway segments meeting three criteria: annual average daily traffic exceeding 16,000 vehicles, severe and fatal crash rate greater than 2.25 percent, and fatality rate exceeding three deaths per mile within an eight-mile continuous two-lane, two-way roadway segment.

Effective the day following final enactment.
