Modifies Minnesota Statutes 2016, section 124D.68, subdivision 2 to expand eligibility for the graduation incentives program.

Pupils under 21 years old or meeting requirements of section 120A.20, subdivision 1, paragraph (c) are eligible if they meet any of 12 specified criteria including academic underperformance, behind in coursework, pregnancy or parenthood, chemical dependency, exclusion/expulsion, abuse, mental health problems, homelessness within six months, English learner status, or chronic truancy.

Extends eligibility to pupils ages 21-22 who are English learners with interrupted formal education and were enrolled in an early middle college program during the previous school year.

Eligible pupils age 21-22 may participate in the graduation incentives program and concurrent enrollment courses with the same funding as other program participants.

Removes the "2016-2017 school year only" restriction on the expanded age eligibility provision.
