Amends Minnesota Statutes 2016, section 124D.165, subdivision 4, to modify early childhood program eligibility for accepting early learning scholarships.

Programs must participate in the quality rating and improvement system under section 124D.142 and maintain a three- or four-star rating beginning July 1, 2016.

Beginning September 1, 2017, newly opened programs in their first two years of operation can carry the rating of an affiliated program if the on-site director has managerial experience operating a three- or four-star rated program.

Programs accepting scholarships must use revenue to supplement and not supplant federal funding.

Effective the day following final enactment.
