Prohibits the commissioner from using indirect cost charges against money appropriated from the outdoor heritage, clean water, parks and trails, or arts and cultural heritage funds.

Recipients of parks and trails fund money cannot pay for rent, lease payments, insurance, utilities, custodial services, building maintenance, or other overhead costs unless they document the specific overhead costs increased directly as a result of administering a funded program or project.

Applies identical overhead cost restrictions to recipients of outdoor heritage fund, clean water fund, and arts and cultural heritage fund money, limiting reimbursable overhead to documented increases directly caused by fund administration.

Amends Minnesota Statutes sections 16A.127, 85.53, 97A.056, 114D.50, and 129D.17 to establish these prohibitions across four legacy funding sources.
